Modern Urban Planning Procedures and Civil Participation

Workshop Date: November 02, 2005 - November 11, 2005

Workshop module “Modern Urban Planning Procedures and Civil Participation” to be held the 1st project year at the UFRJ in Rio de Janeiro in Brazil

The workshop will focus on the scope for implementing European-standard planning and citizens’ participation procedures in Latin America to foster an economically efficient, ecologically friendly and socially balanced city development.

For most of the Latin American cities, the existing urban planning procedures are either too narrow (i.e. departmentally limited or object-oriented) or even lacking. Besides, an appropriate information base of maps statistical data etc. is not available. All this leads to the fact that a comprehensive, effective urban planning integrating modern procedures and instruments (development plans and indicators and the like) have not yet been put into practice.

The development and planning deficiencies also refer to lacking transparency of political planning and the lacking participation of citizens, private institutions and non-governmental associations concerned. However, a sustainable city development can only be improved by including public-private partnership cooperation actively involving responsible private actors and strengthening the democratization processes in Latin America.
